Francisco J. Domenech, Esq. is the Managing Partner of POLITANK*, a government affairs law firm which specializes in developing strategies to best represent private interests before governmental forums.

Mr. Domenech is a former Director of the Office of Legislative Services of the P.R. Legislative Assembly (2005-2008), the local legislative equivalent of the U.S. Congress’ Congressional Research Service. During his tenure, Mr. Domenech streamlined the staff of 130 employees; expanded the services provided by the Legislative Library, including access to the blind and the handicapped; participated in the consideration of over 800 pieces of legislation; and managed an annual budget of $11 million, turning surpluses during all three fiscal years. Prior to heading the agency, Mr. Domenech was the P.R. Senate President’s Chief Legal Counsel, in charge of providing legal advice and representing the Senate’s interests before the courts, managing all in-house counsel work, and supervising outside counsel, including the Senate’s federal lobbyists. In this capacity, he personally participated in a rare en banc hearing before the Court of Appeals for the First Circuit. In 2020, he became one of only two lobbyists in Puerto Rico to have completed the State Government Affairs Council’s Professional Certificate Program. This program is designed specifically for state government affairs professionals, with a core curriculum that focuses state government affairs professionals to key areas of competency in government relations. To obtain the program’s certificate, he completed a total of 13 courses over a two-year period.

Mr. Domenech is a twice graduate of the University of Puerto Rico, Río Piedras Campus, where he obtained his B.A. in Political Science and his Juris Doctor. He was President of the General Student Body Council during the 1999-2000 academic year. Prior to that, from 1998 to 1999, he served as the Student Body President of the UPR’s College of Social Sciences. In 2002, he also spent a summer semester at University College London‘s Faculty of Laws doing a comparative law program.

Mr. Domenech was a member of the Democratic National Committee from 2007 to 2012, representing the Young Democrats of America. From 2017 to 2018, Mr. Domenech served once again as a member of the Democratic National Committee, this time as an At-Large Member. He has been a delegate to the past four Democratic National Conventions. In 2008, Mr. Domenech served as the Deputy Campaign Manager of Hillary Clinton’s primary campaign in Puerto Rico, where she polled a 68-32 victory margin over Sen. Obama. He served as one of the national finance co-chairs of Ready for Hillary, coordinating fundraisers for the super PAC throughout the nation. In 2016, he managed her successful primary campaign in Puerto Rico, where she polled a 61-37 victory margin over Sen. Sanders. As her top fundraising bundler in Puerto Rico, Mr. Domenech sat on Hillary Clinton’s presidential campaign National Finance Committee, and coordinated her campaign trip to Puerto Rico in the 2016 elections.

During the 2016 election cycle, Mr. Domenech served as Campaign Manager for Hon. Jenniffer Gonzalez’ successful bid to become Puerto Rico’s first woman, and youngest person, to serve as Resident Commissioner and represent the Island’s population before the U.S. Congress. In 2020, he once again served as her Campaign Manager where she won by a margin of over 9%, and received the highest vote total out of all candidates on the ballot.

Mr. Domenech, for years, has been an active supporter of philanthropic endeavors such as: The Congressional Hispanic Caucus Institute (CHCI), The Clinton Foundation, the Museo de Arte de Puerto Rico, the Museo de Arte de Ponce, The Washington Center for Internships and Academic Seminars, the Hispanic Heritage Foundation, the Santuario de Animales San Francisco de Asis, the P.R. Access to Justice Fund, the Banco de Alimentos of Puerto Rico, and Martha’s Table in D.C.

Mr. Domenech is admitted to practice before the courts of the Commonwealth of Puerto Rico; the U.S. District Court of Puerto Rico; the U.S. Courts of Appeals for the First Circuit, the Federal Circuit, and the District of Columbia Circuit; the U.S. Court of International Trade; and the U.S. Supreme Court.
